Crisis Communication Procedures

Media Communication Procedures

In an emergency or disaster situation, do not make any statement to the media. If pressed for information, state that you must notify the Superintendent and the Director of Public Information of the situation prior to releasing any information. Take the reporter’s name and number, and forward the request for information to the Director of Public Information or give the reporter the Director’s number, 281-420-4813.

Limit media access to the building until the Director of Public Information arrives. Until then:

  • Assign staff members to entrances so that they can direct media to Communications Control

  • Center at a predesignated location on campus. Each principal should have a location assigned prior to an occurring emergency.

  • Do not allow media to film scene.

  • Provide no information other than as shown in section on "Release of Information" (pg. 6).

  • Realize that the school has little control over activities outside the building as long as the media is not interfering with bus loading, etc.

  • If scene has been cleared by emergency medical service, medical examiner, or law enforcement authorities, escort media to scene only if it does not interfere with school/facility operations.

  • Remain with media at all times at the incident scene. Do not allow the media to interview students or staff.

  • Consider the need for translation of communications materials for non-English speaking parents.

When the Director of Public Information arrives, he or she will:

  • Obtain information from law enforcement and school personnel.

  • Handle media and serve as district spokesperson.

  • Prepare a statement for telephone calls to school.

  • Prepare a statement to be sent home with all students regarding the situation. (Pre-written letters are on diskette in all facility main offices.)

Remember – when dealing with reporters, your goals are the following:

  • Assure as little interruption of learning as possible; and

  • Keep the public informed.

Release of Information to Media and Public

Limit media access until Director of Public Information arrives. See "Media Communication Procedures".  Assign an individual to stay in Communications Control Center to type bulletins, answer phones, and take/relay messages. Be sure individual has all necessary information.

Superintendent or designee will notify school trustees and other appropriate administrative staff.

The following may be released immediately by school personnel:

  • Confirmation of an incident involving staff/student;

  • Grade of student or position of staff member;

  • Sex of student or staff member;

  • Whether student/staff member was taken to hospital or treated at the scene; and

  • Fact that next of kin is being notified.

Delay release of the following information until confirmation:

  • Staff/student name until next of kin present at school or hospital;

  • Pronouncement of death until ruled by medical personnel;

  • Details of incident; and

  • Cause of death until officially certified.

The site administrator should caution staff to release only confirmation of incident and other information provided by school office and to refrain from opinions about an incident or the student/staff involved.*

*In some instances, a school nurse may be needed to assist in the interpretation or clarification of medical information.

Media Announcements

When it is necessary for students to be moved to an alternate site, the Public Information Office will notify The Baytown Sun, radio, and television stations.

The Public Information Office will also notify the media when it is necessary to close school due to weather or other hazardous conditions.
