Department Overview

The Goose Creek CISD Multilingual & Migrant Department provides a comprehensive continuum of services designed to ensure Emergent Bilingual (EB) students develop English proficiency, access grade-level curriculum, and leverage their linguistic and cultural assets. This continuum includes bilingual, ESL, migrant, newcomer, and world language programming to address the diverse linguistic and educational needs of our students. The department also promotes multilingualism for all students and meaningful family and community engagement.

The department includes the following program areas:

  • Dual Language Bilingual Education (PK–5)
  • ESL Program (PK-12)
  • LPAC Compliance
  • Newcomer Academy (Junior and High School)
  • Migrant Education Program 
  • World Languages - Languages Other Than English (LOTE)

All programs are aligned to Texas Education Agency (TEA) requirements and grounded in research-based practices.

  • Ensure high academic achievement for EB students across all content areas
  • Promote sociocultural competence and positive identity
  • Ensure compliance with state and federal law
  • Strengthen family and community partnerships

Community Partnerships

Goose Creek CISD values strong partnerships with families and community organizations to support multilingual learners and expand access to learning beyond the school day.

Key partnerships and initiatives include:

  • TELPAS Family Night to support families in understanding language development and assessment
  • Dual Language Parent Academy to strengthen home–school connections and support biliteracy at home
  • Collaboration with the Community Engagement Department’s Hispanic Initiative Outreach.
  • Partnership with Harris County Department of Education and P. Hyland Empower Academy to offer:
    • ESL classes for adults
    • GED classes in English and Spanish
    • Citizenship classes for adult learners

These partnerships reflect Goose Creek CISD’s commitment to serving the entire family, recognizing that student success is deeply connected to family empowerment.

The Multilingual & Migrant Department engages in ongoing data analysis, professional learning, instructional walkthroughs, and collaboration with campus leaders to ensure continuous improvement and alignment to best practices and TEA expectations.
