FRAMEWORK OF “NON-NEGOTIABLES"
CURRICULUM and CORE INTIATIVES PROCESS


Through the leadership of the Curriculum and Instruction department, during the spring of 2010, the Core Content Area Council was formed to develop the 2010-2011 Goose Creek CISD Core Content Area Framework of “Non-Negotiables.”  The work and premise of the Council, composed of teachers, campus administrators, and curriculum and instruction staff, was to have a structure in place that will ensure consistency across each level (elementary, junior school, high school) in implementation of our written curriculum and the initiatives that have been identified to support it.  The goal is to provide a seamless continuum for student learning in GCCISD Pre-K-12. (The Framework)

The focus of our district framework is the inner circle (the bulls-eye) for the four core areas of instruction. It is to help ensure the four core areas of instruction are taught daily Pre-K through grade 12. The written curriculum is tested, at minimum, as indicated on the District Assessment Calendar, to determine student mastery of the Texas Essential Knowledge and Skills (TEKS). It is rewritten periodically as the state mandates change, based on student needs and on campus improvement efforts. The following are the main components of each core area of instruction included in the bulls-eye: TEKS, Scope and Sequence, Curriculum Guide, Pacing Guide.

The second circle (yellow) of the framework is the foundational curriculum which includes the four core content areas.  These areas include the non-negotiable core initiatives/strategies as approved by the Core Initiative Council. The identified strategies and initiatives support the written, taught, and tested curriculum, the inner circle of the framework.  The visual, highlights the strategies/initiatives identified through the work of the Council.  These initiatives/strategies are used within at least one entire level as identified by the core coordinators and the GCCISD Core Content Area Council as “non-negotiable.”

Additional sections were added to complete the Framework.  The third circle (blue) is the enrichment curricular areas, such as Fine Arts and CTE.  The fourth circle (purple), programmatic support, reflects compliance to state and federal mandates. This includes programs such as bilingual, special education and advanced academics.

The outer circle of the framework consists of district wide processes and practices which reflects the GCCISD professional development plan.  This district wide plan is a tiered structure which includes classroom management, best practices, relationship building and technology.

With continued feedback from the Council, the overlying structure of the Framework was developed; The GCCISD Profile of a College and Career Ready Graduate. The council felt that College and Career Readiness is a part of each piece of the Framework and should be the overlay to the entire Framework as indicated in the orange overlay in the visual.
  
 Guiding Questions for Core Initiatives:
  • Is the initiative currently being implemented in each classroom in at least one level (i.e. junior school)?
  • Can the initiative be evaluated?
  • Has the initiative been identified by the GCCISD Professional Development Council as a required training or is it embedded in the curriculum?

The Pilot Process: 
What does it take to add to “The Framework of Non-Negotiables?”

  • The initiative must support the written, taught, and tested curriculum.
  • The initiative must be financially feasible to implement district-wide at a minimum of one entire level (i.e. junior school district wide or individual campus).
  • The initiative must be aligned with existing Pre-K – 12 GCCISD “Non-Negotiable” Curriculum or program guideline/philosophy, as appropriate (Attachment B).
  • The originator of the pilot proposal must follow the two flowcharts
  • Pilot requests will be reviewed by the GCCISD Core Initiative Council once each semester.

Continuing Pilot 2011-2012:
  •  The GCCISD Positive Behavior and Academic Support Model – PBAS
    • Integration of positive behavior support (PBS), a set of systemic and individualized strategies designed to improve social and academic achievement while preventing problem behavior, and Response to Intervention (RtI)
    • Goal is to create a safer, more civil and productive learning environment for all students and adults on campus as well as ensure a consistent, productive approach for working with all students.
