About Us
In 2013, the Goose Creek CISD Board of Trustees established the Police Department.

 

Because cooperation and collaboration is important for effective law enforcement and emergency management, Goose Creek CISD Police Department and Office of Emergency Management collaborates and cooperates with seven law enforcement agencies and eight emergency service districts (fire and medical) that serve the citizens of Goose Creek CISD.

Mission

The mission of the Goose Creek CISD Police Department is to effectively and efficiently provide for the protection of lives and property, preserve the public peace, and with the highest level of professionalism and ethical standards, provide the central and campus administration specialized services, strengthening their ability to prepare students for the changes and challenges of the future.

  • Citizens feeling that they have a legitimate concern may make a formal complaint to the Goose Creek Consolidated Independent School District Police Department at any time. Information on the complaint process can be obtained from any member of this department.     Understanding the process

     

    Once an individual has filed a complaint, he/she should expect the following process to commence:

     

    Please note, official complaints must be filed in person at the Goose Creek CISD Police Department located at Hugh Echols Public Service Center, 607 W Baker Road.

     

    The interview

    The investigation

    After the interview, the Goose Creek Consolidated Independent School District Police Department will investigate the alleged misconduct. Investigators will talk to witnesses and visit the site of the incident.

     

    All officers involved in or have knowledge of the incident will be interviewed.

     

    Witnesses whom the alleged victim has named will be contacted and interviewed, if they agree.

     

    The alleged victim will receive a letter regarding the progress of the investigation. Although it is impossible to estimate how long the investigation will take, the alleged victim will receive periodic reports on its status.

     

    A written report will then be prepared.

     

    The findings

     

    The results of your complaint are called "findings". The four possible findings include the following:

     

    Sustained - The complaint has been supported: The officer(s) involved acted improperly and may be disciplined.

     

    Unfounded - The investigation found no basis to the complaint filed.

     

    Exonerated - The police officer(s) involved acted properly and will not be disciplined; or

     

    Not provable - There was not enough evidence to prove the complaint true or false so no further action will be taken.

     

     

    The review process

     

    The Chief of Police reviews every complaint after the investigation is completed and a report is written.

     

    If the complaint includes excessive force or charges an officer with a crime, the appropriate county district attorney will also review the report. The Chief of Police will decide on finding after reviewing the complaint, and the alleged victim will be informed of the findings in writing.

  • The Goose Creek CISD police jurisdiction includes all territory within the boundaries of the District (181 square miles) and all property, real and personal, outside the boundaries of the District that is owned, leased, or rented by the District or otherwise under the District's control within Harris and Chambers county.

  • All of Goose Creek CISD peace officers are licensed and certified by the Texas Commission on Law Enforcement Officers Standards and Education. There are four peace officer certifications, including Basic, Intermediate, Advanced, and Master. More than half of our personnel are Master Peace Officers.

  • Peace officers employed by the District have the same authority, powers, privileges, and immunities as bestowed on all Texas peace officers while on or off duty.

  • 1. Are Goose Creek Consolidated ISD Police Officers real police?

    Yes. The Texas Code of Criminal Procedures Article 2.12 identifies peace officers including, Officers commissioned under Section 37.001 of the Texas Education Code (ISD Police). All Goose Creek Consolidated ISD Police Officers are peace officers licensed by the State of Texas and commissioned by Goose Creek Consolidated ISD. They have all powers, responsibilities, and immunities as do all other Texas peace officer.

     

    2. What authorizes the Board to employ police officers?

    The Texas Education Code, Section 37.001 authorizes the District’s Board of Trustees to employ security personnel and commission police officers. It is the Board’s responsibility to determine the jurisdiction of police officers employed by the District.

     

    3. Can Goose Creek Consolidated ISD Police Officers make arrests off campus?

    Yes. Goose Creek Consolidated ISD Police Officers can arrest offenders of the law both on and off campus for misdemeanor and felony charges.

     

    4. Can a Goose Creek Consolidated ISD Police Officer issue me a traffic ticket?

    Yes. Goose Creek Consolidated ISD Police Officers are authorized to issue traffic citations. We have traffic units that monitor speed in school zones using radar on public roadways.

     

    5. What court do I go to if I get a ticket from a Goose Creek Consolidated ISD Officer?

    If you receive a ticket from a Goose Creek Consolidated ISD Officer, you will be required to appear in the appropriate Justice of the Peace Court as stated on the citation. 

     

    6. What happens if I don't pay my ticket?

    If you do not appear in court or pay your fine, a warrant for your arrest may be issued by the court.

    7. What role do district police officers play in school discipline?

    None. Police officers are not disciplinarians and should not be used as such. Their role is to investigate violations of law and ordinances in accordance with the authority and power specified in Board Policy. While police actions may result in the assignment of a disciplinary consequence, discipline is the responsibility of campus administrators.

    8. How do I report an incident to the Goose Creek Consolidated ISD Police Department?

    To report an incident occurring on school property or involving students, call the Goose Creek Consolidated ISD Police Dispatcher at 281-422-6461 or 24 hour phone line at 281-802-7769. Be prepared to give as much of the following information as possible:

    • What happened? 

    • Where did it happen? 

    • Did any injuries occur? 

    • Were any weapons involved? 

    • A description of the suspects. 

    • A description of any vehicles involved. 

    • Are the suspects still at the scene? 

    • Direction the suspects fled. 

    Stay on the line until the dispatcher ends the call. An Officer will be dispatched to the location immediately.

     

    In case of emergency, call 9-1-1.
