Eloy Chapa serves as the assistant superintendent for human resources for GCCISD. His office provides leadership for human resources activities to ensure high quality and retention of district personnel as well as recommends and implements legally sound and effective human resource management programs, policies and practices.

Chapa has devoted nearly four decades to education. Prior to coming to the district, he served as executive director for personnel, associate principal at Memorial High School as well as assistant principal and counselor at Patti Welder Middle School; all in Victoria ISD.
